    "Inner packagings containing liquid must be surrounded by a chemically compatible absorbent material in sufficient quantity to absorb the total liquid contents."
  • 49 CFR 173.3(c)(2)
    When a salvage drum is used to overpack a damaged container, the area between the container and the salvage drum must have, "sufficient cushioning and absorption material to prevent excessive movement of the damaged package and to eliminate the presence of any free liquid at the time the salvage drum is closed."  The packing material must also be compatible with the hazardous material.

    Absorb-&-Lock® Liquid Solidification Absorbent

    "This is a $20 bag of sawdust. It says: "More absorbent than traditional cob, sawdust, clay or other loose products often used to stabilize liquids prior to shipment." But it looks, feels, smells and worst, acts just like sawdust. This was my first and will be my last New Pig purchase. Complete rip-off."
